Rabat is where European visitors on official or corporate business spend their time, and where leisure travellers consistently underestimate how much they will enjoy it. Most European embassies sit here, along with the ministries and the diplomatic corps, and the city has a calm, ordered feel that is a long way from Marrakech.
It also rewards a proper visit. Above the mouth of the Bou Regreg stands the Kasbah of the Udayas, a blue-and-white quarter looking across to Sale; the Chellah began as a Roman town, became a Merinid burial ground and is now half garden and half ruin, thick with storks; and the Hassan Tower is the unfinished minaret of what was meant to be the largest mosque on earth.
Rabat-Sale takes a growing number of European flights, which makes it viable as an entry point rather than only a stop. The city drives easily by Moroccan standards, but the embassy quarter, the government district and the medina all sit apart, and parking near the kasbah is limited.
